This should be fixed, as I had the same problem and fixed it.  Please

The problem was resolved on my machine after updating portage package.

I just got this, in /var/tmp/portage/gimp-1.2.3-r2/temp/autoreconf.log

"emerge cvs" solved the problem for me.

I did an emerge gettext, and emerge rsync. This seems to have fixed the problem,
