Basically there's no difference between the function of the two packages so it's more user friendly if you name it like gimp-print and add (development version). it is called 'gimp-print-cups' because some people want to install a print server, and not need to install X11. if you bothered at all to even read the gimp-print ebuild you would have noticed that it unconditionally depends on gtk and gimp. or perhaps you think having XFree86 and gimp is acceptable for a simple print server box?
