all-rights-reserved doesn't imply a mirror restriction. Show someplace where it says we're not allowed to mirror things.

Unfortunately, copyright law doesn't work like this. Without a license (or permission from the copyright holder), we are not allowed to redistribute the distfile. For example, see http://en.wikipedia.org/wiki/Copyright#Exclusive_rights for an explanation.

The creators of these mods upload them to file mirroring sites for express purpose of getting their content out. Not mirroring them ourselves just means the packages die off. Pretty soon you don't have any mods from more than a year or two left.
