This is package.masked since 2011 for security reasons.
@Games team, do you want to keep this package?

A lot of proprietary games have a lot of security issues. The mask is rather a reminder for the user. Most users who want to play these masked packages don't care or already know. There is almost never a viable alternative, so I don't think any of this should be treecleaned, because it is still of interest for the user.

Thanks for the clarification. I've no intend to treeclean a package that is still useful.

However, if it was scheduled for removal anyway because of the security issue, then we could save the effort of sorting out the license issue. Therefore my question.

I think this is outdated anyway and continued as Savage XR

but I'm not sure if servers still run this version or if the client is compatible with XR servers

Looks like these are only the licenses of the bundled libs, but not of the game itself?

There is definitely no license for the game itself. According to http://www.newerth.com/ it is "100% Freeware", whatever that means. 

LICENSE changed to all-rights-reserved. Mirror restriction was already in place.

Yeah, but the concept isn't connected with any licensing model. "Freeware" without specification of distribution terms doesn't give the user any (additional) rights.
