It seems that when you emerge --skip-first, portage aborts the entire resume if the skipped entry is a dependency of another entry in the resume list. Not a Prefix problem, I've seen this on non-Prefix as well.
Still broken in 2.2.01.18252, "equivalent" to portage-2.2.0_alpha30
