I've had this several times now, but this time I'm 100% sure I hadn't just 
forgot to fill out the field:

Even if I fill out the "Assign To:" field on the New bug form, it will be 
set to bug-wranglers@gentoo.org.

E.g. Bug #121200:
I entered "robbat2@gentoo.org" as "Assign To:" since he's listed in 
/usr/portage/net-nds/openldap/metadata.xml. But the confirmation email tells
me it's assigned to bug-wranglers@gentoo.org instead:

And sure enough, an hour later it gets reassigned to robbat2@gentoo.org:

You can't test this w/ dev privs, you need a unpriviledged bugzilla user test account.

Moving open bugzilla bugs to the new bugzilla group (because I'm about to stab lots of these bugs).

A normal user can't assign bugs.
A user with at least editbugs privileges can assign the bug even while filing a new one.

I'm not sure if you ever had those privileges but at least since the upgrade to bugzilla-2.22.7 the "Assign to:" field is not accessible for normal users.

So I'll resolve this as FIXED.
