Noticed while investigating bug 752009. It wasn't the real issue, however.
Wireshark will fall back to bundled libspeex if it can't find it.

net-analyzer/wireshark: add 3.4.8
For now, we're adding an unconditional speexdsp dependency
because it's automagic right now. It has no dependencies
and is rather quick to build.
