Following the new java policy, packages shouldn't rely on packed jars, dependencies need to be added on our own packages and used.

jasperreports-0.6.1-r2.ebuild

this ebuild makes use of gentoo own packages and removes the packed jar issue
of the currently used ebuild.

made a mistake, there were some problems with DEPEND and RDEPEND. i'm sorry
