Proposed ebuild: https://gitweb.gentoo.org/user/triquetra.git/tree/app-admin/rcm/rcm-1.3.0.ebuild
I would like to maintain this package and bring it into the portage tree. It would be my first package to maintain, so not sure about the process.

Sounds good - check out https://wiki.gentoo.org/wiki/Project:Proxy_Maintainers. I'm also CCing the team on this bug.
So, I filed a Maintainership Request (#60774) 2 weeks ago, with no response so far. Is there something else missing?
Uh, sorry. the MR is #607774.

I'm sorry there's been a delay in getting back to you. I'd suggest filing a PR with your ebuild so we can get it included in the tree ASAP. Unfortunately we cannot use the one from the linked overlay due to the non-standard copyright/license header added.
No problem, I submitted the PR: https://github.com/gentoo/gentoo/pull/3972.

app-admin/rcm: New package.
rcm is a management suite for dotfiles.
app-admin/rcm $ repoman -d
RepoMan scours the neighborhood...

I'll take it this time, but I'm not happy."
