Original homepage is archived at https://web.archive.org/web/20030221202750/http://www.lynxlabs.com/games/linuxphobia/index.html but doesn't contain much information either.

The README file in the tarball mentions a Kurre Ståhlberg <kurre@lynxlabs.com> as author, and here is a message from him concerning licensing:

   Anyway, if you want to add the game to your distribution, please go ahead!
   I'm sure we can also discuss about giving you the source for better
   integration to the system. Perhaps even licence it under the GPL (this one
   has a very big if.. )

IANAL, but from the first sentence I would conclude that the tarball is redistributable. So if there are no objections, I'll change LICENSE to "freedist" in a few days from now.
