The license of this software is in readme.txt, see attachment. I believe that it is non-free due to the "prize rules" clause (2).

In addition, some files carry a BSD (3-clause) license notice, and file ecmstag1.c is released under GPL-2+ (which means that bindist restriction is needed, because GPL code is linked with non-free code).
