The README.txt file says:

   License: This is free software. You are welcome to use it
   however you want.

It's not entirely clear what the intention is. Is it "free" as in libre or as in beer? Also, it permits usage only, but no modification and redistribution.

Could this be sorted out please, possibly with upstream?

Again, no reply from upstream. Therefore, I've added this as "PyGUI" license file:

_Not_ added to any license group, because it is not clear if it is free in the sense of the Free Software Definition.
