The ebuild claims LICENSE="as-is" which doesn't seem to be right. I cannot find any copyright notice or terms for distribution, neither in the tarball nor on the package's homepage.

Can you please sort out (possibly with upstream) under what terms this package can be distributed?

seems it's simply unlicensed then, no? At least those tarballs

That's well possible. Unfortunately, copyright law works in a way that "unlicensed" means "all rights reserved".

But maybe we should wait for the trustees' decision in bug 444424.

I was unable to contact upstream, there is no email address and the mailing list is dead.

I guess this will boil down to "all-rights-served" which is a bit weird though.

Upstream is CC'd on this bug report.

Any news?

If not, I'll change the ebuild to "all-rights-reserved" and add mirror and bindist restrictions.

Oh, hey, whoops, someone still cares about this monstrosity.  Right.

As the original author and sole contributor, I hereby release MGM to the public domain.  I shall be adding a notice to that effect to the source repository immediately.

Please, please, please don't make me fix bugs in it though.
