The ebuild currently has LICENSE="as-is" which most likely is wrong. There is no license included in the tarball. Also I cannot find any info about distribution terms on the package's HOMEPAGE.
There's this comment in the ebuild: # Email sent to author on 2012-01-18 querying about license @vapier: Was there any reply?
i did at one point, but it was more of a "i'll fix it" response rather than "the license is XXX". that was the last i heard.
