The author, Gerd Neugebauer, has clarified the license here:

   I have written the packages for a series of articles in "Die TeXnische
   Komödie" with a common section title "Aus dem Fundus". That's where the
   name comes from.  Thuis is the only relation between the packages.
   To clarify the license issue:
   - The packages can be distributed and used separately under the conditions
   of the LPPL

There's no version of the LPPL specified, but I believe that we're safe if we assume that the newest version at the time of his writing that message applies, which would be LPPL-1.3c.
