There seems to be an error when emerging fix-la-relink-command.

Reproducible: Always

Found a way to reproduce; failure happens only if usepriv is not in FEATURES.

Figured out the problem with a bit of stracing. When FEATURES=-usepriv, the build process is launched in a sandbox but with root privileges; Perldoc.pm knows nothing of sandboxes and immediately automatically tries to drop root privileges, and as a result, fails to create its output file in a root-owned directory.

Also after 'emerge --sync', I can't find fix-la-relink-command-0.1.1 and the error blocks 'emerge world':

The fix is in portage (see http://sources.gentoo.org/cgi-bin/viewvc.cgi/gentoo-x86/dev-util/fix-la-relink-command/fix-la-relink-command-0.1.1.ebuild?view=log), but it always takes a bit of time for it to propagate to some local rsync mirrors. Try again in an hour or two.
