Reproducible: Always

Steps to Reproduce:
1. Download a fetch-restricted file to some path listed in $PORTAGE_RO_DISTDIRS.  In my example I provided instantclient-{basic,sdk} in /mnt/portage/distfiles
2. emerge --pretend or --ask the package that needs those files (i.e. dev-db/oracle-instantclient-basic-
3. actually do the merge
4. repeat step 2, compare results
Actual Results:  
Both emerges succeed, however the first one wrongly lists the package as having an unsatisfied fetch restriction:

1st run:
# emerge -av oracle-instantclient-basic

These are the packages that would be merged, in order:

[ebuild  N F   ] dev-db/oracle-instantclient-basic-  0 kB

Total: 1 package (1 new), Size of downloads: 0 kB
Fetch Restriction: 1 package (1 unsatisfied)

Please note that despite the mention of an unsatisfied fetch restriction, the merge will succeed and create the corresponding symlinks in $DISTDIR
2nd run (symlinks in $DISTDIR exist from first run):
# emerge -pv oracle-instantclient-basic

These are the packages that would be merged, in order:

[ebuild   Rf   ] dev-db/oracle-instantclient-basic-  0 kB

Total: 1 package (1 reinstall), Size of downloads: 0 kB
Fetch Restriction: 1 package

Expected Results:  
The fetch restriction should be recognized as satisfied even if only on $PORTAGE_RO_DISTDIRS to match up with the successful merge.

This is fixed in and 2.2.0_alpha30.
