Works here on amd64. 

Please provide more information about your USE flags and system configuration ('emerge --info' output).

As you are running an unstable system what version of texlive-core do you have installed? And can you start epstopdf from command line?

I made it work by symlinking epstopdf to epspdf.

Hmm. Just checked it. epstopdf gets provided by texlive-fontutils-2009.

Then maybe this package should be added to the dependencies of texlive-latexrecommended? epstopdf used to be provided by texlive-core.

As discussed on IRC, I've added texlive-fontutils as additional dependency to virtual/latex-base.

That works for me, but IMHO the last fix went just a tad too far.  

Now texlive-fontutils is pulled in even if USE=-doc is specified.  A lot of people want to avoid that as a mandatory dependency.  Any way to fix that?

Compared with the rest of the packages pulled in by virtual/latex-base, the size of fontutils is negligible, and it has no further dependencies. Installed sizes in kilobytes on my system (x86, ext3, USE="-doc -source") are as follows:

   texlive-latexrecommended    13824
   texlive-latex               14122
   texlive-basic               20366
   texlive-documentation-base   2828
   texlive-core                20939
   texlive-fontutils            1764  (this is 2.4 % of the total size)
