ebuild for Cherokee 0.99.31

Added a new dependency on net-analyzer/rrdtool since there's no ./configure option to disable rrdtool statistics and enabling them without rrdtool installed breaks cherokee startup like reported in bug 285858.

This dependency should be kept until upstream cherokee developers provide a ./configure option to disable rrdtool statistics.

0.99.32 compiles with 0.99.31 ebuild (renamed cherokee-0.99.31.ebuild to cherokee-0.99.32.ebuild) and is running fine on my server.

Cherokee 0.99.39 has been released on Dec 29. As with previous versions, renaming the Cherokee 0.99.31 ebuild works.

you don't have to use 0.99.31; 0.99.30 works fine with the newer versions, with one less dependency.

0.99.42 now in portage. Enjoy
