Is there anything holding up ffmpeg-0.4.9_p20070616-r20 stabilization? 

This is needed for xvidcap-1.1.6-r2 stabilization, which is holding up intltool-0.40.5 stabilization.

According to bug 231831 comment 3, some applications still needed to be migrated to swscaler and/or stabilized. Not sure if that is still the case.

Yes this still breaks a couple of apps due to the removal of the old_scaler. I'm against stabilising anything before 0.4.9_p20081014 since it breaks the abi without changing soname. 0.4.9_p20081014 is much cleaner and doesn't advertise anything about the old scaler anymore.

One could check if it works with non swscaler enabled ffmpegs as libavcodec *should* provide the swscaler api too if libswscale is not built.
