This may be due to a change with intltool. What version of intltool are you using? It's been mentioned in the forums that intltool 0.40.5 (unstable) will cause xscreensaver configuration to fail but 0.37.1 (stable) will succeed.
(In reply to comment #2) You are totally correct. I was using 0.40.5 and downgrading to 0.37.1 works. But seeing that xscreensaver is the only program which breaks, that's still a bug against it I guess.
