Fix: Remove that file.
     => Take care that fixlocalpod() from perl-module.eclass (or perl-app.eclass)
        is called.

Link to debian's patch so perl doesnot 
"install .packlist or perllocal.pod [for perl or vendor]" 
(see also bug #221179)

This is fixed for perl-5.12.1-r1 and ExtUtils-MakeMaker-6.56.
These versions don't install perllocal.pod files for core and vendor packages.
