portage dont permit to unmerge @world @system @security sets
while permit to unmerge @installed
it can broke system

Reproducible: Always

Steps to Reproduce:
1.install portage-2.2rc11
2.emerge -Cp @installed
3.

Actual Results:  
portage tryes to unmerge all packages

Expected Results:  
portage shouldnt unmarge anything

Marius, how do you want to handle this? Should be disable all unmerge operations on EverythingSet or not?

Yeah, no idea why I added "unmerge" to the available operations there.

Unmerge operations are disabled for @installed, in svn r11786.

This is fixed in 2.2_rc13.
