Because of bug #210119, this package doesn't emerge :

dev-util/pkgconfig-0.23 merges fine and I can't find a bug opened against this package on bugzie.

I suppose you are using the developer profile (please _never_ skip pasting emerge --info). Please read http://www.gentoo.org/doc/en/gentoo-upgrading.xml as to why you don't want to be using developer profile. Other than that, pkgconfig will be going stable with gnome 2.22 anyway.

No I don't use a dev profile on this box, I'm using the default profile shipped with the hardened stage3. I know what a dev profile is, and issues that I may encounter  (especially with FEATURES="stricter"). I try also with FEATURES="-strict" before reporting this issue, but it still fails. So I look into bin/misc-functions.sh and so I discover that it will always fail. This has been introduce here :  http://sources.gentoo.org/viewcvs.py/portage/main/trunk/bin/misc-functions.sh?r1=5579&r2=5656

zmedico has disable this "hard" die 8 days ago : http://sources.gentoo.org/viewcvs.py/portage/main/trunk/bin/misc-functions.sh?r1=10220&r2=11057
So it should be ok with the lastest RC
