It's been moved to /usr/share/portage/config/ along with make.globals. Maybe we should install a symlink in the old location, like we do for make.globals. I was also a bit confused when I noticed this for the first time.

In which case it would be helpful if the man page make.conf(5) were to reference the new location rather than /etc/make.conf.example

No. For make.globals, the symlink is required as 3rd party tools rely on the old location, which is not the case for make.conf.example. A simple postinst message should be enough to alert people about the move.

I don't know when this changed, but portage now installs make.conf.example as

/usr/share/portage/config/make.conf.example
