app-misc/cdargs requires manual configuration by the user to enable Emacs support. This should be automatic. Patches will follow.

Proposed changes for cdargs-1.35.ebuild

Proposed changes for the ebuild:
- Install Emacs support files in standard location /usr/share/emacs/site-lisp
- Byte-compile elisp file
- Site-init file for Emacs
- Use standard tools from elisp-common.eclass for installation
