gimp-2.3.11 require glitz:

/bin/sed: can't read /usr/lib/libglitz.la: No such file or directory

I don't see glitz as depend in gimp-2.3.11.ebuild ;)

No, can't confirm.

grep -ri glitz * on gimp brings up nothing. Seems your glitz-stuff comes from somewhere else, maybe gtk with cairo with glitz support?

emerge -uDN world and revdep-rebuild should fix your system.
