When using ebuild /usr/portage/x11-drivers/ati-drivers/ati-drivers-8.23.7.ebuild unpack I got the following output:
 * Unpacking Ati drivers ...                                                       [ ok ]
ACCESS DENIED  unlink:    /usr/X11R6/bin/fgl_glxgears
rm: cannot lstat `/usr/X11R6/bin/fgl_glxgears': No such file or directory
ACCESS DENIED  unlink:    /usr/X11R6/bin/fireglcontrolpanel
rm: cannot lstat `/usr/X11R6/bin/fireglcontrolpanel': No such file or directory

This appears to be due to the fact that ARCH_DIR is unset. In any case the removal command should fail when not working.

Besides I got a number of the following:
PLEASE UPDATE TO YOUR PACKAGE TO USE linux-info.eclass

And the docs are not installed.

emerge info please, I cannot reproduce the issue and looks like you managed to get  some corruption on sync probably.
