Solved ad http://bugs.gentoo.org/show_bug.cgi?id=124676
Just emerge --sync && emerge -av baselayout.

This has exactly zero in common with Gentoo Infrastructure, read the descriptions before filing a bug or just choose Gentoo Linux instead of some weird product you have no clue what's that one about. Also a dupe.
