if someone types "comment foo of bug bar", the links show up as follows: "comment foo *links to that comment number on the current bug*" of "bug bar *links to the top of bug bar*"

i am proposing that this be changed so that bugzilla knows that "comment foo of bug bar" refers should link to the correct comment

a few examples (bug/comment numbers picked at random):

comment #15 of bug 27654 illustrates...
bug 63754, comment #2 says...

oh wow. somehow i missed that "bug bar, comment foo" worked...

it would still be nice to have the other, more natural (imho) syntax work, but
it is much less important now
