yubico-piv-tool hard depends on OpenSSL. Should have LibreSSL support

    sys-auth/yubico-piv-tool: support IUSE=libressl
    
    Builds and tests fine, upstream officially fixed LibreSSL compatibility
    in 2.1.0.
