I can't reproduce this. I'm wondering if it perhaps happens because you do not have a "en" locale at all?
That could be. I'll try it, but I won't be home for another 7 days.
I'm very sorry for the delay, stuff got in the way... My /etc/locale.gen has en_US.UTF-8 UTF-8 and de_DE.UTF-8 UTF-8 enabled. I'm also still hitting this on 3.3.5
