Right, the patch is maybe buggy.
The last segment of the patch can be removed, the compile will then succeed. The call to pc_incdir() should be removed, as $(pkg-config --cflags-only-I) is empty for blas, cblas and lapack. The call to pc_libdir() should be removed, as $(pkg-config --libs-only-L) is empty for blas, cblas and lapack.
