Ping!
Same here having sys-kernel/linux-headers-5.3-r1

Next release of the longterm kernel linux-5.4
prequels a stable sys-kernel/linux-headers-5.4
which would really make this bug a blocker.
Comment 8 Ulenrich 2019-11-14 10:53:08 UTC
Solves for me by a simple bump rename to sys-apps/linux-misc-apps-5.3
This emerges and I tested turbostat version 5.3 which runs:
---
Calculating dependencies  ........... . .... done!
[ebuild     U  ] sys-apps/linux-misc-apps-5.3::pmaci [4.19::gentoo] USE="-static-libs tcpd -usbip" 0 KiB

Maybe the depend in the ebuild of sys-apps/linux-misc-apps should be changed:
linux-misc-apps-VERSION = linux-headers-VERSION
