Dear arch teams, 

please *test* these packages by using them for some time, and then stabilize them.

This is a bugfix and security bugfix update. Unfortunately, since all ~arch users are already at 2.32, it has likely not seen much use so far. This is why I already after 2 weeks in the tree cc arch teams - you're probably the only one who will try them out, so take your time!

Test suite results should be at least as good as for -r4.

binutils 2.31 totally breaks kernel module loading on all kernels without a special patch. See https://git.kernel.org/pub/scm/linux/kernel/git/torvalds/linux.git/commit/?id=b21ebf2fb4cd
