It's not a simple bump since they've changed the build instructions to use gradle instead of maven: https://github.com/bisq-network/bisq/commit/c19d3a07429a694c49f4509ee819274e15804304
I've found this ebuild that I can use as an example for gradle usage: https://gitweb.gentoo.org/repo/gentoo.git/tree/sci-mathematics/geogebra/geogebra-5.0.339.0_p20170308-r1.ebuild
When I tried to build it with dev-java/gradle-bin-3.4.1 it failed, but it succeeds if I call the ./gradlew build and it downloads https://services.gradle.org/distributions/gradle-4.6-bin.zip.

There's a gradle-bin-5.2.1 ebuild available now.
