Is it OK to stabilise sci-geosciences/qgis-2.18.7 and remove older? That would allow removing a dev-qt/qtwebkit:4 (which is ancient and will not see any further security updates) consumer.
2.18.[4,6,7] crashes for some (most?) of us: https://bugs.gentoo.org/show_bug.cgi?id=616620 So please keep 2.18.3 around (and 2.14 as the current LTR release). Upstream has released 2.18.9 by now. The best time to remove qt4 may be when qgis 3 is released/stable.

We need to find a solution there. qt4-based qgis code is incredibly fragile, with USE=python I can't even build it successfully myself since 2.18.4.
USE=webkit dropped for 2.18.12 in git commit 460d238503099c2b47d3c4e2ed1a30b31f412faf
