I can confirm the problem. I manage too boot the system into "softlevel=single" then I manually start the services in /etc/boot and /etc/reboot. All but the followings did not start successfully, hplip did not start successfully (responded with [!!]), and cupsd hangs when I tried to start it.
as i was able to ssh in, i noticed that cupsd did start but the boot process appeared stopped after that (no more console output after starting cupsd)

Same problem here, mine hangs after loading random number generator.
Same problem on ~amd64. The boot stop randomly, after remove the service where the boot stop it hang on another service during the next reboot :( The 1.12.X was masked for a long time of test before go in ~arch rigth ? So what's wrong with the test period ??

I think most people are afraid of unmasking baselayout (for a valid reason it seems). Well maybe next time I will myself take the plunge to join the testing effort.
