Currently I am skipping it with emerge --emptytree --resume --skipfirst system
but I am pretty sure I need it.

 Seemant see this thread
http://forums.gentoo.org/viewtopic-t-348381-start-0-postdays-0-postorder-asc-highlight-.html
pam wont install on stage1 until pam-login is installed and of course pam-login
wont install without pam.
Comment 5 Jack Kelly 2005-06-26 16:03:23 UTC
This problem was brought up in this thread, where I posted a workaround that
got pam-login to compile. I'm not sure if it's "safe", nor do I have my
configuration lying around-gave up on that install. I had the same circular
deps problem using a PIII800, so it's not architecture-specific.

Not ppc-specific problem (Bug 97385)
Comment 8 Christopher Egner 2005-07-03 20:06:58 UTC
Hey guys, this is actually (as stated) a cyclic dependancy. The best way I've
seen to solve this (during stage 2 emerge -e system) is to do an "emerge -1
pam-login pam" They'll be emerged properly, in proper order, and things that
depend on them will work properly as well.

One thing to note, you'd eventually (probably) want to emerge them normally, or
insert them so they'll be updated like normal. Hope this helps.

Urk, yeah, my fault for adding shadow to eutils's depend.
