I've translated this documentation to Finnish now. The html version generated from the xml source attached to this bug is in the URL given. The official Q&A discussion about this document will be held at gentoo-doc-fi mailing list, preferably in Finnish. Direct feedback can be sent to forums or owner of the bug via any method applicable.

I'm not gonna bother attaching the xml though. I've scripted them up to http://flammie.dyndns.org/languages/gentoo/xml/handbook/ if anyone wants to send in patches.
