seems intended. its not as you might think where 4.18 means install only 4.18. since 4.20 is stable now, it will prefer that. they are not differentiated into different slots like KDE. my analysis is the older -meta packages are left in the tree for minor compatibility advantages, not for dictating you require all 4.18 only be installed
