Issue: dev-util/wxformbuilder-4.2.1 overwrites CFLAGS/CXXFLAGS or adds uncommon ones.

The comment in the cmake says:
"Needs to be enabled for static libraries that get linked into shared libraries"

So the -fPIE is probably necessary or at least desirable here. 

On the IRC I've been told that the check for the flag should probably be removed, so I don't suppose I should be adding the "QA_FLAGS_IGNORED" either.
