According to https://wiki.gentoo.org/wiki/Handbook:AMD64/Full/Installation#Timezone, for openrc:

"The desired timezone name can be written to /etc/timezone:
root #echo "Europe/Brussels" > /etc/timezone

Finally, the sys-libs/timezone-data package can be reconfigured - updating /etc/localtime, based on the /etc/timezone entry:
root #emerge --config sys-libs/timezone-data"

On a fresh system, localtime was already a symlink and setting the timezone to /etc/timezone followed by emerge --config sys-libs/timezone-data didn't have any effect.

Fix by zen_desu and dev approved guidance from floppym.
