I can confirm that this also happens on AArch64 - symptoms seem exactly the same.

Ugh, what a mess! net-misc/curl[quic] is masked in arch/base/package.use.mask, but curl_quic_openssl is not. >=dev-libs/openssl-3.3.0[quic] only gets pulled in when both are enabled. This is compounded by that version of openssl not being keyworded for all the relevant arches yet. I don't know enough about the quic situation to judge what the right answer is.
Other interesting points: The ebuild has $(use_with curl_quic_openssl openssl-quic), so it enables this even when USE=-quic. It also has this, so quic enforces curl_quic_openssl (or curl_quic_ngtcp2) but not vice-versa. > REQUIRED_USE=" > quic?
