Did qtdeclarative:6 (rdepend) get misinstalled somehow? e.g. this should exist: /usr/lib*/cmake/Qt6Quick/Qt6QuickConfig.cmake
...and Qt::Quick is not optional, so USE shouldn't change anything

USE=opengl is matching on qtdeclarative and qtbase right? (I mean it should, there's [opengl=], unless something strange happened)
In theory this can happen if portage does weird ordering when flippling flags on/off for testing and it ends up pulling qtquicktimeline before it rebuilds qtdeclarative. e.g. 1. qtbase[opengl] 2. qtdeclarative[opengl] 3. qtbase[-opengl] 4. qtquicktimeline (too early) 5. qtdeclarative[-opengl] (match.. too late)
In other words, rebuilding qtdeclarative should fix it. This is more of a portage issue than an issue with the package or anything that should prevent keywording.

It was correct guess, qtdeclarative was built without USE=opengl, while qtbase was. Rebuilding qtdeclarative fixed this.
(technically still a valid issue, but not much I can do about it as long as portage allows packages to build against packages the depgraph is broken on, similar to bug #916098 that I'll leave open for now)
Newer portage should be better for this (>=portage-3.0.56) but also make sure you're using --complete-graph in EMERGE_DEFAULT_OPTS in tatt-like environments.
