Compilation fails as described in the upstream bug

Reproducible: Always

Steps to Reproduce:
Attempt to install app-office/libreoffice-7.5.6.2 when dev-libs/icu-74.1 is installed
Actual Results:  
compile fail

Please don't use ~arch ICU with stuff like stable LO. New ICU regularly breaks things.

The patch used for ~arch LO is not suitable for shoving into stable yet.
