This ebuild is able to build the mapserver cgi script but not only. Indeed it is also able to compile for you the ruby mapscript library, the perl and the python one. The php-mapscript is also available from this ebuild, but as you'll be warned you need to install the php-cgi ebuild with the option noclean in FEATURES (you could find the ebuild I use for building php-mapscript here : http://www.01map.net/gentoo/dev-php/php-cgi/php-cgi-5.0.3-r1.ebuild).
As you could see this ebuild use the geos ebuild (you could find here : http://www.01map.net/gentoo/sci-libs/geos/geos-2.1.1.ebuild and here http://bugs.gentoo.org/show_bug.cgi?id=38060 ) and postgis 1.1.0CVS (you could find here : http://www.01map.net/gentoo/dev-db/postgis/ ,it's the 1.99.99 ebuild for the cvs version version or you could also find it here : http://bugs.gentoo.org/show_bug.cgi?id=82419). You could also anable the gdal+ogr, ming tiff or proj. The optional tcl support is not already anable cause it don't compile properly.
For the mapscript support you could find in /opt/mapserver/mapscript some example for each enabled language (perl, python or ruby), all the mapscript support has been tested on three ~x86 platforms. 

I've also made an ebuild which use php-mapscript and it's called cartoweb, this ebuild use the webapp-config tool but the mapserver one don't need (for my point of view) to be considered as a webapp. You could find this one here : http://www.01map.net/gentoo/sci-geosciences/cartoweb/ , with it you could test quickly your mapserver installation.

Expected Results:  
Adding the tcl mapscript support and the optional swig support which don't work for now that's why 
the tcl support is not already enable.

This ebuild has been made to be installed in the apache2 path but this must be fixed ... maybe that part 
of mapserver could be considered as a webapp.
 
Any idea is welcome to develop this ebuild...

4 bug reports for the same thing is too much and it´s also waste of development effort. Marking as dupe of Bug 69417 which seems to include most ebuilds.

Please attach the ebuilf for the current version to Bug 69417.
