Been uneventful so may as well stable this one now (last 6.5.x public release), it's now shadowed by 6.6.0 in ~arch anyway. Also, odds are generally won't stable .0 releases if not urgent and wait for 6.6.1, so not going to skip 6.5.3 for it.

Also tossing in PyQt6-6.5.2-r1 as it's meant to go along changes in qtwebengine-6.5.3.

Switching to newer PyQt6 and PyQt6-sip after all given about time to stabilize them now.
