I just checked, and sys-libs/glibc-2.37-r4 has no problem compiling with the same gcc/binutils/CFLAGS etc.
From a quick try seems I can reproduce with USE=-multiarch (normally enabled by default), guess there's some bad interaction between that and the new --enable-fortify-source (-multiarch built fine if disabled).
Thanks for the tip. I switched to USE=multiarch and now it works.
