The 'restricted mirror' with SRC_URI = [1] is inaccessible now. I tried to check it with several servises of site availability but without success. The last webarchive tarball copy is available on the page [2] (direct link is [3]). The Prof. George Karypis' research group github repo [4] contains Parmetis sources with initial sources upload at [5]. Maybe it's require to fix with commit-tarball from it with the same 'mirror restriction'. The sci-libs/metis package has the SRC_URI with the same host but as it hasn't mirror restriction therefore it's tarball is available from Gentoo mirrors. The githib repository of research group also has Metis package update to 5.2.1 version. [1] https://github.com/KarypisLab/METIS/tags
